[LocalLeagueVoterService] LWVNYS: Draft Voter Survey

Hello, everyone. As promised, here is a draft of the survey that we are
asking League members voters in the pilot polling places to fill out after
they vote. The questions are simple and the survey is very easy to complete.
The survey tool is part of a wonderful new service called "Constant Contact"
that the LWVNYS is piloting. What will happen is this: An email will go out,
probably tomorrow, to individual members in the pilot counties explaining
the survey, and it will include a link that says "TAKE THE SURVEY". By
clicking on that link within the email message, the member will be presented
with the survey as a series of web pages, and will fill in out online. The
results are collected in an online facility, can be viewed by the members
that take the survey, and will be summarized by Aimee and myself and a
report prepared for local Leagues. Below is a list of the survey questions.
Some of your members that receive the survey will not be voting in a polling
place that is using the paper ballots and scanner. It will be useful if they
use the BMD and report on that experience.

Most counties in New York State are participating in the NYS Board of
Elections pilot project deployment of new voting machines in the 2009
General Election. Some counties will be participating countywide (all
polling places); others have selected pilot sites within specific
municipalities in the county for a partial deployment. If your polling place
is not in the deployment, you will be using the lever machine. All polling
places in the state are required to have Ballot Marking Devices (BMDs) in
operation for use by any voter who wants to use one.
If your polling place is using the paper ballot optical scanner system, we
are asking for your cooperation is a simple survey detailing your experience
in using the system and your observations of the procedures in use while you
are in the polling place to vote. It is not necessary for you to question
the poll inspectors. The survey results will be shared with the local boards
of elections and the NYS Board of Elections so that corrections and
improvements in the process can be made.
If you wish to view or print out the survey questions in advance of taking
the real survey (which means clicking on the "TAKE THE SURVEY" link), we
suggest you do that by printing out this email; printing out the live survey
will take 6 pages of mostly white space. The questions are listed below.
Identifying Information:
(name, address, email address, county, polling place, local League)
Questions on Voting:
* Were you given adequate instructions on how to use the new voting
machines by the poll workers? (yes/no) If no, please explain.
* Did the privacy booth give you adequate space and privacy? (yes/no)
If no, please explain.
* Were the instructions on how to complete the ballot easy to
understand and in large enough print? (yes/no) If no, please explain.
* Did you have difficulty in filling out the ballot? (yes/no) If yes,
please explain.
Questions on Scanning your Ballot:
* Was a privacy sleeve provided for your ballot? (yes/no)
* Did you use the privacy sleeve? (yes/no) Please explain if
necessary.
* If a poll worker handled your ballot, did they use the privacy
sleeve? (yes/no) Please explain if necessary.
* Did you have any problem putting your ballot in the scanner?
(yes/no) If yes, please explain.
* While you were in the polling place, did you observe how rejected
ballots were handled by poll workers? (yes/no) If yes, please explain.
* Were there any delays or lines of more than five voters waiting to
scan their ballots? (yes/no) Please explain if necessary.
* Please provide your comments, general or specific, on the machine,
the process or the poll workers.
Ballot Marking Devices:
We encourage you to use the ballot marking device even if you do not need
assistive technology. It will help poll workers to gain experience and you
will be able to explain how it works to other voters.
* Was the Ballot Marking Device well located in the polling place to
protect the voter's privacy? Was a poll inspector assigned to assist the
voter using it?
* Did you observe any voters using the Ballot Marking Device and
having any problems? If you are able, describe the problem.
