[LocalLeaguePresidents] Consolidation - how do we help local municipalities?

The Saratoga LWV has had a request to help conduct a meeting about the possibility of disolving two villages within a Town in our County.  We are struggling with how to identify the stakeholders in the discussion.  We are willing to moderate a Town Hall meeting if we can be sure that the various sides of the issue have a chance to voice their opinions.  Has anyone had any experience with this?  Is there a list serve for the consolidtion study?
